The answer to it though is not that straightforward as both ‘yes’ and ‘no’ are correct depending on the situation and circumstances.
There are countries that allow sunbathing topless on public beaches and pools and there are countries that forbid it by law. So your question becomes more of a question of cultural norms rather than elegance. Doing proper research before visiting a new country (or area) is the only way to ensure that we behave in a respectful way towards local people and their customs.
If you happen to visit a beach where sunbathing topless is permitted, you are welcome to do so as there are no laws forbidding it per se.
Please note, being bare chested (regardless of the gender), if allowed, usually applies to the beach or pool area only, not the cafés, streets or shops next door, so remember to bring a cover up too!
